This decline is attributed to a diplomatic row between India and Canada, sparked by allegations made by Canadian Prime Minister Justin Trudeau connecting Indian agents to the murder of Khalistani terrorist Hardeep Singh Nijjar in British Columbia. The expulsion of Canadian diplomats and strained relations have created significant obstacles for processing applications, leading to a sharp reduction in Indian students choosing Canada as their study destination.

Canada’s Immigration Minister, Marc Miller, stated in an interview that the strained relationship with India has significantly hampered their ability to process applications from Indian students. The fallout from the diplomatic tensions, including the withdrawal of diplomats and allegations against Indian agents, has created an uncertain environment for prospective students. Miller expressed skepticism about a quick rebound in the number of study permits issued to Indian students, emphasizing the enduring impact of the political dispute on the bilateral relationship and its repercussions on educational ties.

“It’s not something that I see any light at the end of the tunnel on,” Miller remarked, underlining the challenges in restoring normalcy to the processing of study permits for Indian students. This pessimism suggests a potentially prolonged period of uncertainty for Indian students aspiring to study in Canada.

Financial Blow to Canadian Universities:

The diplomatic discord between India and Canada has not only led to a decline in study permits but also prompted Indian students to explore educational opportunities in other countries. With Indian students forming the largest group of international students in Canada in recent years, the 86% drop in the fourth quarter of last year is a significant setback for Canadian universities.

International students contribute approximately C$22 billion ($16.4 billion) annually to the Canadian economy, and the slowdown poses a financial challenge to institutions. The Canadian government, facing challenges of housing shortages and an overwhelming influx of students, plans to introduce measures to reduce the volume of international students, including a potential cap and addressing concerns about postgraduate work permits.

The decline in Indian students choosing Canada as their study destination is not just a matter of concern for individual students but also poses a financial threat to Canadian universities. Gurus subramanian, counselor for the High Commission of India in Ottawa, mentioned that some Indian international students were exploring other options besides Canada due to “concerns, in the recent past, regarding lack of residential and adequate teaching facilities” at some Canadian institutions.

This shift in preference indicates that the political row has not only impacted the application process but has also influenced the perception of Canada as an ideal destination for higher education among Indian students. The competition among countries to attract international students is fierce, and any negative perception can lead to a loss of talent and revenue for the affected nation.

A Challenging Road Ahead

While diplomatic disputes are not uncommon, the impact on the education sector and international student enrollment is profound. The strained relations between India and Canada have created a challenging road ahead for both governments and, more significantly, for the students caught in the crossfire.

In 2023, the Canadian government projected that some 900,000 international students would study in Canada that year, about three times that of a decade ago. Miller said 40% of those students – or some 360,000 – were Indian. The number of permits given to Indian students declined by 4% last year, but they remained the largest group. However, with the recent downturn, these projections seem ambitious, and efforts to rebuild trust and confidence in the Indian student community will be crucial.

Government Measures and Future Prospects:

The Canadian government, cognizant of the challenges, is considering various measures to address the situation. In an attempt to reduce the overall number of international students entering the country, Miller mentioned the possibility of introducing a cap during the first half of this year.

“Right now we have a challenge with the sheer volume” of students coming in, Miller said. “It’s just gotten out of control and needs to be reduced – I would say – significantly over a short period of time.”

Additionally, the government intends to address “a very generous” program for postgraduate work permits and to crack down on “fly-by-night” universities, called designated learning institutes. This indicates a comprehensive review of the existing policies and a commitment to ensuring the quality of education provided to international students.
